Policy & Program Advancement Initiative

One Dream collaborates with colleges and universities, skilled trades, the military, and other postsecondary institutions to strengthen recruitment, retention, and graduation rates for low-income and first-generation students. Additionally, One Dream works at the state policy level to develop and advocate for legislation that removes barriers to student success and strengthens career pathways.

Through data-driven strategies, research-backed solutions, and legislative advocacy, One Dream helps institutions and policymakers expand educational opportunities, improve student outcomes, and align programs with workforce needs.

• Collaboration with state legislators to craft policies and legislation that increase postsecondary access, affordability, and workforce alignment.
• Research and policy recommendations for reducing student debt, expanding apprenticeship pathways, and improving financial aid structures.
• Advocacy for system-wide improvements in the transition from K-12 to  postsecondary education and training that leads to thriving careers.

• Development of institution-specific recruitment strategies to expand opportunities.
• Training for admissions teams, recruiters, and career advisors on best practices for supporting first-generation and low-income students.
• Expansion of partnerships between K-12, postsecondary institutions, and workforce sectors to create seamless kindergarten-to-career pipelines.

• Institutional assessments to identify and remove barriers to student persistence.
• Implementation of advising and mentoring models to improve student outcomes.
• Development of comprehensive support services, including financial literacy programs, career readiness coaching, and mental health resources.

• Collaboration with institutions and policymakers to design career-connected learning pathways and on-the-job training opportunities.
• Expansion of apprenticeship-to-degree programs in partnership with trade organizations and higher education institutions.
